1. Close all open programs.
2. Click on Start > Shut down.
3. In the Shut down window, select Shut down in the dropdown list.
4. Hold down Ctrl + Shift + Alt and click Cancel.

   Interesting, coz i do encounter explorer.exe 100% cpu usage on some PCs… I tend to kill it via the task manager process tab, then restart it via File>New Task (Run…)>explorer and hit enter. So far works for me…
